Imagine someone made a metal wagon in 1776, and it broke down during the war. No one moves it for 200 years. It never rusts away to nothing? And by 2026 it's still there?

The actual explanation: once you start going post-post apoc, it loses the visuals of post-apoc, and it just becomes like Antiquity or the new bronze age or something and everything looks alien and weird rather than people re-using old materials. There's nothing stopping people from re-starting tons of small scale industries, the ones that we had in the god damn ROMAN EMPIRE so not everyone is stealing scraps to make clothing and wagons and shit.

it's not even a post apocalyptic world for the people living there, it's just the world. that's just life. it's like someone from a utopian star trek future looking at our time and thinking "well they have to go to work and buy food and stuff, who'd worry about wiping their ass and showering"

And for the actual setting of the Mojave, it's not that far off from the current world just lower population. Before the various recent catastrophies and invasions of outside pests, people worked jobs, traded, travelled around, ate, etc. A lot of it is spill-over from New Vegas as well with people coming and going. It only got better when they got access to water and electricity.

The actual "Wasteland" is far from any civilization where people eak out livings. But the Mojave is regular ass if rural civilziation.

Oh and scrap? Ever heard of it? Pre-war steel would be sought after so everyone would be cutting up those old derelict cars, melting it down, and building new shit. Even if they lack the infrastructure for anything fancy, sheet metal can be used in anything.
