Either by defeating them in battle, or convincing them it's a cool place to hang out, or whatever. Not necessarily the whole game either, maybe it's just a place you can go between missions or whatever.

That way you can talk to people directly and even follow character stories that develop as you progress, kinda like VA-11 Hall-A except you're learning about the lives of henchmen and visiting villains.
