Vipers in XCOM 2 have breasts primarily for visual design and psychological manipulation. While reptiles don't naturally lactate, the Ethereals (the Elders) heavily bio-engineered the Viper species, splicing in human DNA to create a more relatable appearance for human citizens to trust and accept ADVENT.
From an in-universe and community perspective, the exact nature of these anatomical features is highly debated:
-Infiltration Disguise: Before taking on their true serpentine form, the Elders modified Vipers to walk among humans as the gaunt, sharply suited "Thin Men" during the original invasion. The breasts are an evolutionary remnant of their time engineered to exhibit mammalian, humanoid characteristics.
-The Venom Sac Theory: A widely discussed community and autopsy-based theory posits that these chest growths actually function as large, external venom sacs. Because the Elders required Vipers to be highly efficient and lethal soldiers, housing the venom externally makes it easier to protect.
