Is there even a single MMO that makes good use of underwater zones/content?

We're lucky to get 1 raid finished on launch now. Neptulion being kidnapped in that Throne of the Tides Dungeons by Ozumat has never been resolved until sort of BFA with Azshara, even then it was handled worse than that RISE OF THE ZANDALARI event where we at least got to know who the troll was in the trailer during BFA for some form of closure. Shit just got cut all the time when it made sense to do a raid to tie a zone + dungeon together to one.Cata was so dope thematically but so fucking weak in gameplay everywhere aside from maybe the vanilla raids and the new zone questing. Dungeons were such a fucking disappointment, and later raids were just... not that fun for me (though I didn't do any after Firelands).

Some games can certainly be 'too vertical', but that's more of an issue of the way a player is allowed/able to navigate. For example a lot of games these days like to give players walls/cliffs to slowly climb for no apparent reason beyond padding playtime or slowing down the pace of gameplay.
