I don't think Gaster is interested in merging back to a complete form like I know is a thing in some of the fan interpretations because he clearly isn't motivated that way. He wants to see what can happen and is grey/amorality coded in a way that deviates from the usual stuff in UTDR the more I think about it. The game about sentimentality and empathy and moral decisions having a mystery man who just is an amoral experimenter in a way that's called out in UT as a bad thing in the genocide route.

Reminder that there are two different voices during the initial cutscene. Gaster wanted us to use the vessel, but the voice that discarded all our choices was not Gaster, it was someone acting against him. Someone who believes your choices do not matter, someone who is trying to maintain the prophecy. Gaster doesn't believe in it, he literally said he wants us to "create new future".
