The only really plot-relevant characters there are Sol, Ky, Jack-O, I-No, Axl, Chaos, Asuka, Vernon and maybe Nagoriyuki. Characters like Johnny, Pot and Goldlewis have a bit of a noteworthy role, but almost everyone else feels like they could be replaced in their role and they don't have any special plot relevance. Characters who don't even appear are even further in the background.

I agree that nothing about Loki from what we've seen really stood out as being that tough to pick up, but we also don't really know what he does, and he at least thematically seems like the kind of character that would be made difficult, moreso than Carnage, Deadpool or Hulk. I could see it being Goblin as well, but I would be surprised if the game launches with zero 1-star characters.
