To go into more detail, Sky FC serves not only as an introduction to the world of Zemuria, concepts like Septian Church and Sept-Terrions, orbments and orbal energy, sepith and quartz, it also develops Estelle and Joshua's relationship while building up the coup subplot that takes center stage near the end, introduces the primary antagonistic organization of Kiseki, and it also sets up a sequel with a hook that sucker punches the average gamer's heart.
Cold Steel in comparison is an uninteresting romp of high school life and visiting places that align with nobles or commoners, with often very little or uninteresting anime politics attached that don't really develop the grander point of the commoner-noble conflict we've known about for several games now, nor about its looming civil war we know about since Sky 3rd. It introduces a cast too big for its own good, forces 3 big conflicts that are quite shit - Jusis v Macias, Rean v Alisa, Laura v Fie, and only the first of those gets any sort of actual explanation and it is supposed to be a microcosm of the grander conflict in Erebonia. So you have a big cast that doesn't get developed well, and to be fair Zin doesn't get much in FC and people debate about others like Kloe, Tita, and Scherazard not getting much development either, but CS fails with most of its cast.
So you're rethreading old ground when finding out about the class conflict in Erebonia, see some really badly written MCs with a cast too big for its own good in the first game, and get one final twist at the end.

I've long held that he whatever plans he had for CS, the arc that was supposed to happen immediately after Sky, got implemented in Crossbell because Crossbell was a supposed to be a stopgap arc so the team at Falcom could learn 3D in Sony's PhyreEngine.
I think Kondo did have notes and ideas about what should happen in CS and beyond, but he never really developed them and teams behind the games stretched them out as far thin as possible.
For example, I do think that as early as Sky Kondo did have endgame motivations for Ourobors beyond collecting the Sept Terrions, but the decision to include them as a "party" in Daybreak to showcase Van's "morally grey" stuff meant that until Horizon they had to sort of just pop up to help or hinder ASO since they set up that shit since Reverie.

That literally doesn't matter in the context of Sky because Joshua getting healed is entirely skimmed past in the time skip to where you start the game so in practice the character dynamic is literally the exact same.
