Anyone else agree that Jacob's Ladder should be a Quality 4 Item?

Quality 0 - Bad/weird items
Quality 1 - Gives you a minuscule boost
Quality 2 - Gives you a noticeable boost
Quality 3 - Very good, makes you quite a bit stronger
Quality 4 - Makes you powerful, one of these can make the run on its own.

Jacob's Ladder is crazy. You just hold down the fire button and even if you miss, the bolts will just come out and kill everything in the room. It's piercing, homing, and spectral. Feels like Quality 4 in my eyes.
