I'd argue Evelyn. Jackie is a dumb, bright-eyed merc looking to make a name for himself and willing to take on big jobs despite how doomed they may be. While you can consider him an idiot for that, he was given a clear plan that everyone said would work and a whole crew ready to go. Should he have seen the writing on the wall? Maybe, but it's hard when everyone is basically saying, "Trust me bro, we're going to make it big with this one!' Dexter is doing exactly what his job entails. Manage jobs in the background, be a middleman, and, if anything goes bad, burn it all then run. He did everything perfectly, the only mistake he made was taking a job way above anyone's pay grade, one that would have gone perfectly if not for crazy circumstances. And, when the job went bad, he did what he had to. He's a bastard, but clearing the space and running really was the only option.

Evelyn is the one who thought she could rob Arasaka of a technology she barely even understood. She was the one who figured that robbing one of the biggest corpos ever was a good idea after some light reconnaissance and sex with her target. Better yet, she was willing to hire on two generally low-grade mercs to do it all. Sure, the plan was good and would've likely went off without a hitch if Saburo didn't show up, but she would've been hunted down by Arasaka eventually. Regardless of how it all went down, she would be suspect number one after the fact.

Evelyn didn't deserve what she got necessarily, but I wasn't surprised with how bad she got it. It was a terrible idea from start to finish.

I would agree Jackie is a dumbass, but like I said in a different post, it's really, really hard to see the writing on the wall when everyone's covering it up. You've got Dexter, one of the bigger names for handlers, telling you you're going to make it big with this job. You've got Evelyn saying she's done tons of reconnaissance and set up for months, even with a full recording of the place you're robbing. Hell, you've got V, your rising star merc friend, who has your back. All of this with the mindset that, if it goes well, you can finally escape the hood and do right by your family.

Kinda hard to do at that point since they used the main, and only I think, elevator to get up to the penthouse. One that Yorinobu seemingly makes a beeline for the second he gets to the hotel. Not to mention, even if they did get on the elevator, get out on another floor, and start to head down a different way, Saburo shows up and gets choked maybe a minute or two after Yorinobu gets to the penthouse which leads to the entire place being instantly locked down.

They kind of had to stick to the plan at that point. The problem was that the plan kind of sucked ass regardless. It's like you said, even if everything worked perfectly, they fucking robbed Arasaka of one of the biggest pieces of tech they've been working on that was even being used to prolong their owner's "life".

A heist gone wrong due to people being full of themselves and high on the idea of making it big, only to be crushed by forces beyond their imagining, is a great trope to start a game off with.
