Usually people in that kind of role DON'T do a lot of dev work. That job is usually more where you're the guy that calls meetings and tattles to upper management on whose not meeting deadlines, Miyazaki actually contributed design and writing to the games he worked on though and people at From liked them, so he managed to network himself to a game director role on Demon Souls and him saving the project cemented his role as a game director rather than a project manager. It also makes sense that this guy would get promoted to CEO when developers don't usually get that high on the latter, he has manager experience from before he even worked in games. He is the type of guy they would hire for that role anyway AND he actually has extensive knowledge of the product they make and sell AND he's very good at communicating with upper management while staying on time and within budget. Those last ones especially are very rare for creatives in the industry and it again probably stems from having a decade of white collar work at Oracle.
