3's difficulty is completely RNG, actually everything in that game is RNG including item locations and puzzles.Person A could only encounter zombie and zombie dogs or worms from start to end. Find stacks of gunpowder and sprays and run away from nemesis encounters. Obviously person A is going to find the game baby mode easy.Person B gets swarmed with drain deimos and brain suckers in the first half of the game, Encounters hunter gamma and beta in the latter half with less amount of gunpowders and first aid sprays. B also fights nemesis at every encounter, The game is going to be very difficult for person B.RE3's RNG system changes everything every run, so no run is same as before. It's why 3 is the most difficult game for speedrunners. Everyone is going to have a different experience with it.
