I don't play Halo to feel smart, I play it because it's still fun to play. It doesn't make me smart to play some turn-based game or an RTS game against AI that hasn't evolved since 2001. I feel like strategy games are for true brainlets, because you usually need to be bad or give the opponent artificial bonuses to actually have any challenge in an even playfield.
The developers don't invest time in making the AI better, because the average gamer just wants to win. That one AI design guy from Creative Assembly confirmed it on his blog when he left or was fired, the AI in Total War games is not even meant to be able to use all the features in a coherent way and has no memory of your units once they disappear behind LoS. There's no financial incentive to the company, even though players fool themselves into thinking they want a challenge. They're liable to just stop playing if they lose a single war or battle.
Meanwhile Halo 1 still has one of the best opponent AI's in FPS games. I heard they fucked it up in the new remaster 2 though.

They're using the reach engine and its ai which was made "dumber" so actors wouldn't hog the memory on a, at the time, 5 year old console
Furthermore the ai was tailored to make use of the open spaces in reach and not the confined corridors of ce which is why actors behave so erratically in devolved

Even worse. They didn't fix the MCC tick rate issues. If you play above the native console tick rate of 30, the ai is basically playing at 4x speed. When enemies throw plasma grenades, sometimes they just teleport at your feet.

Whether a game does with cover systems that push the player into cover to aim with hitscan weapons and out of cover to move with area denial, or whether it's cooldown based like bullet time can depend heavily on the game in question, but there's no aiming and moving like there is in old games.
>Timing challenges or just press X to awesome shit like active reloads, takedowns and parries take up a lot of the slack for how little skill expression these games have, but they're mostly fake.
FPS games had the potential to evolve into more involved games, but they didn't due to games like Halo that tried to backport 90s PC controls to 90s console controllers.
