>>744536297There's certain set locations, usually a place that has a unique quest attached to it, except the radiant quest will make up some random objective for it and it might be interesting to go back to places you've already been a couple of times and explore them further, but then you realize that you're just doing it over and over again. It's not truly procedurally generated.

>>744540160Kind of. DLC pack that allows you to use Vault layouts. Vanilla though? You gonna be using a lot of concrete and everything will look in the style of brutal architecture. Aaaaand you'll need mods to expand the base cap build and console commands to remove things you cant in build mode. But it can be done.
