Kinetic novels, definitely not. Even multiple route VNs do not qualify. Adventure games like Phoenix Wright or 999 are crossing that threshold for most, and I do believe that for anything to be called a game, it needs to have ruleset or framework that guides the development of a skill for the purpose of entertainment. You could argue that deduction and problem solving are a learnable skill that can be tested within these games, but some will disagree.
So no, for the most part, straight visual novels are not video games, but games with visual novel like presentation, usually in the ADV style, that have actual gameplay utilizing applicable skill, like Sengoku Rance or Utawarerumono, are considered video games.
