You've misdiagnosed the problem. It's not so much about exclusives, but consoles being hardware-DRM machines that deliberately avoid compatibility in order to fleece their users in various ways. Consider the idea of "Steam machine" exclusivity, say: it would be nonsensical, since you could install any contemporary Linux distribution not just SteamOS on any modern (amd64 architecture) computer and play the game on that instead, and anyhow, a game "developed for Steam machine (Linux)" would naturally end up using multiplatform libraries/APIs such as SDL and Vulkan, and getting it to run on Windows (XBox) or FreeBSD (Playstation) or even different hardware architectures would essentially be a matter of recompiling it for the target platform.
