How come MMO healers are either god tier strategists that make an encounter easy or the shittiest fucking player in existence.

I think things change depending on the overall skill distribution within the group. At the high end, when every player is performing up to scratch, and encounters are won or lost not because some retard targeted by a "bomb" stays in the group but by meeting the damage benchmarks the encounter requires, the absolute biggest *damage optimization* you can do as a group is to drop a healer. If your best player is performing up to 99% of theoretical potential and your worst player is at 90%, then adding the next best candidate gives you perhaps 89% performance, or ten times bigger difference than the difference between your best and worst damage-dealers, so you'd better have some of your most reliable star players in the healing role. In contrast, if the group keeps wiping to stupid shit, then healers are essentially passive bystandards, while some marquee damage-dealer might move the needle by killing the boss (or single-handedly dealing with the mechanics) before it kills the group.

Granted, this only really applies to guilds sufficiently organized to dictate from the top what everyone is playing with no ego going to the decisions, so probably doesn't explain what OP is seeing, if it's even true.

Why?
Because MMO (RPG) is a shit genre with subpar mechanic that only exist to make you pay a subscription.
But Players are individualist and still need to be able to grind alone so there's two choice

A) give him the power to grant ridiculous buff & debuff so player need them around
B) make it a battle-healer, but inferior to other fighters

Similar to how there's a special place in hell for people that love to do PVP in MMOs, there's a special place in heaven for people that play support in MMOs. Figuring out whomst to heal and buff during those times can be stressful.
