>>744598515I liked Night City, it has a very interesting layout and Pacifica is a fucking cool place. There was also the China location in Deus Ex Human Revolution, that was also very interesting. The actual ingame accessible map was tiny though.

For me it's Baldur's Gate. The expanse from the Lower City through Wyrns Crossing to the Outer City is humongous and it feels massive when you're playing it too. More importantly though, to my taste at least it strikes the perfect balance, without ever becoming an empty massive city full of static set dressing. A large majority of the buildings are interactive and enterable, there is shit loads of stuff to see and interact with, loads of verticality.The NPC system is really well done as well, the city feels packed because they don't fill it entirely with persistent named NPCs like in Bethesda games, but they aren't mindless automatons following a horde script like in Hitman or GTA either, they are solid objects, you can attack or loot them or inspect and view their passives, and they are generally either going somewhere, or concentrated around points of interest, with two or three of them flanking a named NPC usually. It's one of the best designed cities I've seen and it achieves the feeling of inhabiting a massive populated world better than any other I've played.

Not exactly a city, but Crash 3's future levels were memorable for being the first time I had seen a 'fuckhuge big city' represented in video games.

For looking at and just walking around, this one from FF13 comes to mind.For actually having meat to it though and feeling like a proper place, that's tougher. Has to be one that evolves throughout the game and has tons of named NPCs with storylines going on. Maybe NLA from Xenoblade X or Baldur's Gate from BG3.
