Multiple things can be true. Across playing the game, it becomes more and more apparent that Ulfric is just a loser in every regard. Like have you ever noticed that the vast majority of the Holds either are for independence or are completely ambivalent towards it? It shocked me getting to Morthal and it's like "yeah we don't give two shits about the Empire, also fuck the Thalmor. We're just doing our own thing in the swamp out here."

The guy couldn't convince a room full of people that were already on his side because he's that bad at being a Jarl, and his first response was to kill the King who was fine letting him speak his mind in such a shitty fashion.
