are you really playing at your own pace? not logging in daily? not overcapping on energy throughout the day? not penny pinching for months to guarantee an upcoming character? not worrying about the flash game event that rewards a pittance of gacha currency? not rushing to complete the new event so you don't miss out on rewards and important story beats? investing resources into and sticking with your favorite characters and not the meta that is constantly shifting to shill the latest units? simply replaying stages or walking around the empty world just for the love of the game and not some extrinsic reward?

It's like an extended roguelike but higher commitment. You can't just reset to get better units and have to use the ones RNG dealt you and figure it out on your own (or I least I do, I hate guides).It starts to become less fun when you get a full roster or meta units that can easily handle things. I have the most fun starting out and struggling to barely scrape by. For whatever reason don't get the same feeling in non-gacha cause I know I can just reset it.

For the most part they tend to assume you have the bare minimum and so balance around that. Even in the more involved gachas like Genshin or WuWa having anything past C0/S0 characters without their signature is basically a luxury, and you're not even expected to have half the released characters any given season. Now, on autobattlers you'd be correct, they balance everything around the whales and powercreep because only whales really play those seriously.
