Well, I'm sorry to break it to ya but that's a you problem, normal people fortunately do not have crippling autism and thus are capable of understanding that just because they used a superficial aesthetic from real life for a fictional culture it doesn't mean that said fictional culture must be an exact copy of the thing from real life.

And you do get to see the British Empire-like elements of the Third Empire in the game, but i guess your complaint is precisely that the Imperials don't behave like Romans despite looking like Romans, in which case refer to the first paragraph.

There's only so much you can borrow from one source before you have to commit to the inspiration.
If you have a country in a fantasy setting that dresses and behaves like 18th century Britain, you expect them to be a transplantation of IRL 18th century Britain in a fantasy setting. If you then learn they practice some weird flavor of Incan paganism, it breaks what the immersion.
Had they made the Imperials you see less Roman-like, I wouldn't be bothered so much, since then it's clear they are their own thing and not Rome in another world.

It's like putting a smartphone in Lord of the Rings. At a certain point, you have to abandon the "anything goes" mentality and strive for a more coherent setting. If your empire is fantasy Rome, then you have to commit to it being fantasy Rome.
