Well, if you compare it to games like Crusader Kings or Dominions or A Legionary's Life then yeah. But the so-called WRPGs (I'm using RPG/WRPG/MMORPG/etc without spelling them out to refer to "games-typically-referred-to-as-x" and "role-playing game" to refer to a game that is serious about supporting role-play) as a genre are fundamentally opposed to the notion of playing in-character, starting from their most fundamental core mechanics like levels and loot: if a character with a lifetime of experience is mechanically incentivized to start hunting dangerous wildlife in order to earn "experience" then you've basically forfeited any right to call the game "a role-playing game". Basically all mechanics are like that, and the plot also tends to be twisted to serve mechanical tropes rather than facilitate actually realistic in-character choices (say, player character always gets their own hands dirty, even when the game clearly depicts a culture in which the social expectation is for elites to command from the rear, not to lead from the front: basically the only reasonable in-character choice is ruled out by fiat).

It's more like "character-building" or "role-construction" game, which gives the player agency to craft a character and playthrough to their own image, including the "class fantasy", but also what love interest they (the player, not the character - LIs are almost always playersexual, and extremely few games even notice that it's *weird* that a dwarf is attracted to big tiddy goth chick, absolutely NOT about putting the player in their character's shoes) want to pursue, or what kind of ending they want to see (the player can feel secure that all options the game presents as "paths" lead to the kind of finale you would narratively expect, rather than making the player weigh things like the plan's chance of success or personal risk). And yes, the so-called JRPGs tend to be awful on that count. But this isn't roleplaying.

If you think about a game like Tetris then it does make sense: it does have the twist of making the player act out the role of succession of different characters, but when you're controlling an I-block for example, it is in nature of I-blocks to complete a Tetris, and if the player imagines themselves as a virtuous (rather than vicious) I-block then they will do just that. Ditto for something like an Eastern front wargame: depending on the game you might be assuming the role of Zhukov/Stalin/Stavka/spirit of the nation of the USSR, but each particular game tends to be quite explicit about the players' role, and they genuinely put you in the shoes of the titular character: trying to win the World War. But there are exceptions: as I noted in a previous post, it's pretty much a trope within RPGs for example that the player leads from the front, but they tend to depict fantasy early modern societies (with some contemporary sensibilities) in which it would be expected of high aristocracy to command from the rear, and so they rule out the only plausible way to act out the role you're given, completely unlike games like Tetris that support this playstyle just fine.
