The show would have been produced in 1999. But the majority of the Metal gear Solid cast were cartoon voice actors. Cam Clarke was in everything, most noteworthy for being Leonardo in the 1987 Teenage Mutant Ninja Turtles. Meryl voice actress appeared in a few cartoons prior to MGS. David Hayter appeared mostly in anime voice dubs, but was transitioning to screen writing. Mei Ling appeared in stuff like the Tick and did all sorts of animated cartoons. Roy Campbell VA did voices for all sorts of cartoons in the 1980's and 1990's. Grey Fox was in the HBO Spawn series, Power Puff Girls, Dexters Lab. Naomi Hunters VA was in MIB the series. Most of the cast could have voice work for a cartoon series. Same with a Resident Evil cartoon. Even though the games were shit on for their bad voice acting, they were stacked with cartoon voice actors. They were given really poor direction. Alyson Court (Claire) was Lydia Deets in the Beetlejuice Cartoon and Jubilee in the 1992 X-Men cartoon series. The voice actor who played Leon did a bunch of things too. If a resident Evil cartoon was ever made (which would have been amazing, even more so than a MGS cartoon) most of the voice cast from the games would have returned with better directing and line readings.

Villains would be other undocumented sons of Big Boss with Revolver returning. I guess there could be side plots of Outer Heaven being reformed with new TV exclusive goons. Though honestly, Ghost Babel might be the better game to adapt to a cartoon series.
