Is there any franchise that just said: “we’re done”, and that’s it? No more sequels, prequels, or additional stuff.

Or does every franchise eventually wither away into a shell of itself after overstaying its welcome?

Descent 3 ended conclusively and the franchise hasn't been touched since 4 got cancelled and re-worked into Red Faction. There's only been "spritual successors" trying to ride off the nostalgia of the first two games. There's Freespace 2 I guess if you count that but I consider it a separate thing and it came out the same year as Descent 3 anyway.

Payne is the only one of those that ended without intent fir more, and it works noth ways if you view 2 as the end or 3 as the end. The rest of those burned out. Driver, Unreal, and Thief had lackluster final releases amd cancelled projects, SC was so bad they had to whore Sam into other Ubisoft titles.

There's no such thing as a good video-game franchise that should end. If it's good, then it can always be technically improved and perfected. Metroid should never end, DMC should never end, Tomb Raider should never end

Im reading some of the replies and some of these ended on mediocre or bad entries, or entires that flopped. I feel like it needs to end on a high note. Like people would want more games but the devs said “no we’re done that was the end”. Like if the Halo series ended at 3

Above all you need a creator who has a strong enough ownership of the work to be able to say "no, it's done now" without suits overriding him. But the creator can't be an egotistic auteur type who thinks he can do no wrong, because he'll inevitably create a flop.

The developers have to respect fans enough to remain true to expectations and not ruin their own sequels, but they can't pander too much either, or else the series devolves into an endless slop mill.

You need an IP that's popular and successful enough to clear the bar, but not so popular that it inevitably gets dredged up for a soulless remake or forced sequel.

You need a company that remained profitable long enough to complete an entire series, but actively decides to not become more profitable by endlessly milking their success.

It's also only possible in the AA/indie space because the funding required to make AAA games means selling out to investors who will always demand more slop. But lower budget games inherently have a harder time getting popular and earning sequels.
This also ties into the examples where a series ended because the creator died. If the property is too big then it won't be allowed to rest. When Miyamoto dies, Mario games will continue uninterrupted. If Sakurai drops dead tomorrow, they won't be canceling the next Smash Bros.
