Everything we see in the games is consistent with the portals working based on Relative velocity in = Relative velocity out. Based on that, the velocity between the cube and orange portal is what determines its exit velocity. If you think the portals would work under some different mechanism, like resetting the velocity relative to the exit portal after exiting, or calculating velocity relative to the main source of gravity, or something else that would lead to A, you're free to build a model around that that explains how it works and show that it's consistent with the games. As far as I'm aware, Bfags are the only ones who've ever built such a model and as such, I believe it's B.
