I think the point where content in an open world game starts to feel like filler is when I can start to see repetition in it. Like for example in FF7Rebirth, when going through the grasslands area in the beginning and seeing the devs introduce these little tasks in the world for the player to do, felt like them planting seeds for the repetitive framework the game was going to work within. And sure enough once I got to Junon area all the same little tasks popped up in a slightly different context.ER also has this problem but it's not as bad because it's not as rigid with how the content is distributed around the world and regions. Issue still stands that there's too much repetition and I think a quick fix would be that things don't repeat more than twice.
