How do you fix the cheating problem in ranked gaming?

Make playing ranked require playing at an approved gaming cafe or whatever where the player has no control over the hardware or software besides maybe connecting their mouse and keyboard (or controller or whatever). Anything else is circumventable. People would figure out how to get around consoles that explode into deadly shrapnel when you open the case.
