I think it's google tabs in particular. They were doing some things last year trying to get people to stop using ublock origin so they made it so youtube and google pages would throttle and interfere with your browser addons so that it took up insane cpu and gpu.
If you were logged in and using a chrome based browser like a good boy with no UBO then MAYBE you were left alone, I don't remember.

But yea I was using windows 8.1 before and linux mint now on different hardware, and both had the same problem which rules out OS and hardware. It's google doing some nasty shit.
