That's also wrong, because the status quo of WH40K was that humanity was losing, space marine gene seed was becoming both more corrupt and more scarce, the T'au to humanity are what humanity in 30K was to the Eldar, and the Imperium continuing to function only through faith was a dramatic irony contrasting the Emperor's desire for a faithless empire. Now, humanity is bouncing back, the AdMech is uncovering tech from the Dark Age that totally eclipses everything the T'au has, the Primaris are rapidly replacing lost Astartes with superior weaponry and gene seed free from corruption, and the Primarchs are returning to restore order to the Imperium and free it from corruption and human folly.

That's just one race out of five (now six, because, somehow, the Squats returned).

You're both high as fuck. Necrons can spam their basic infantry (it costs NOTHING to make them) with their only limiting factor being time. They take forever to walk anywhere so most players were safe on large maps, but on smaller ones their absurd damage and toughness meant that they could just walk up to bases during tier 1 and nuke the place while their lord pimp slapped bitches. The only answer was to rush them first, and weak infantry can still get deleted by a gauss turret. Necrons are at their weakest late-game because they lose the advantage of having the strongest units on the field from the very start.

Well... To be frank, Eldar are a nightmare to balance in general. They are a high mobility, high firepower army in a game that GENERALLY favors high mobility, high firepower armies. They are pretty infamous for breaking 40K editions, being generally high tier even when not downright busted like early 10th edition.

In a RTS game they should mostly be balanced out by being slow to get started and having a very high skill requirement with a ton of micro. Basically the exact opposite of Orks or Necrons (Though Necrons being slow to start also kind of makes sense). This tends to make them a nightmare on higher level play unless the skill requirement is just so freaking high the payoff stops being worth it for most players.

I think the best way to handle Eldar would PROBABLY be to make them very slow to start. You have to rely on stealth and disguise early on, with you basically having no real way to deal with a actual determined push. In Dawn of War that would mostly involve being limited in your capacity to take and hold objectives.

Meanwhile DoW you actively fight for strategic points and the best way to damage your opponents economy is to destroy listening posts and cap their points. The biggest issue in Tabbletop for the longest time is them having very, VERY old models and being a somewhat newbie unfriendly army. They are mostly popular with Grogs, a lot of which just straight up don't play modern 40K. They are very popular in tournament play but that's a pretty separate world from more casual games.

The other real issue with Eldar is that they tend to be on the more expensive side. They aren't exactly a horde army, but they also aren't exactly Custodes or Space Marine. You need a shocking amount of models nowadays to actually field a proper 2000 point army.

I remember them being extra cancerous in 5th when Taudar was a thing, then the random psychic power table that they seemingly got special treatment with on top of stupidly high amounts of psychic dice to throw to shut down anything you thought you were going to do.
