Game designers always have big ideas for their games, but then when it comes to actually programming it, every mechanic is thousands of man hours and then it needs to be actually tested and balanced so you have to ask yourself if it's actually worth all the effort. It's not like you can charge significantly more for the game, people have an idea of how much a game is worth and they're not going to pay more just 'cause you worked more (usually).But concept art? You can just hire a good artist and ask them to draw something cool.
