All of the Eevees are types that were formerly designated special with the obvious exception of Fairy. We're more likely to get a Dragon Eevee as opposed to anything else.

The problem with eevee is that if you include it in the pokedex, you have to include all of its evolutions as well and that's just a ton of fluff that gamefreak has proven they aren't interested in having to keep doing.

Sylveon was only made to showcase the fairy type with a new evolution of an old pokemon. I doubt many people were thinking "oh boy, I'm excited to use clefable now that it isn't a normal type".

Giving a joke pokemon a joke evolution is great, plus it's only a second stage. It's possible, though not likely, that it could still get a third one.
