The difference is that steam is not the only option for PC games and there are other things that can be done on a PC other than gaming. Not to mention the fact that steam doesn't take your games away even when they are no longer sold, and, if you have the files downloaded through steam you can just copy/paste them elsewhere and they will never ever dissappear.
