This seems the likely explanation. The actual dev build files themselves haven't been leaked. This is a QA Tester who worked at Rockstar India and recorded some clips. Leaks that have full copies of the game tend to be much more complete. You don't just record random portions of a game if you want to show off that you got a copy. You play the actual game for a bit not just do random stuff.

I am pretty much convinced the leaker doesn't actually have access to a build.
The whole supercar segment was obviously recorded in one pass, meaning it was prerecorded. Since he controls the polls, he only offers things he has clips of.
Furthemore, it's also becoming even more clear whatever he or someone else had access to, was some walled garden tier gimped build with nothing except some part of the city and no missions.
