a bit of both. he pitched his game to sony, and let them do publishing nonsense to a clearly unfinished game to get an initial financial base from players who would go on to buy 1.0. however he's a rare developer to actually use most of his acquired money to keep working on the same project and actually develop the game beyond its 2016 hype cycle. it's been 10 years and the game is a lot more robust now. it's not "deep" like people here on /v/ want it to be, but it has a lot of variety now
