There is a dreamlike quality to Mario 64 that I haven’t seen in any other game from the franchise, I would liken it to classical animation like Thru the Mirror or Popeye Meets Sindbad.

People who grew up alongside the technology don't find Mario 64 surreal or uncanny, it's only younger people looking back on it in hindsight.
If you personally recall the feeling of seeing the massive leap in technology that going from Yoshi's Island to Mario 64 represented, you're going to always see it in that context. You see it as a step in an additive process.

To someone who didn't experience that, Mario 64 feels surreal. Like it's missing things it should have. It feels empty, and strangely artificial. Textures repeat, some things are billboarded sprites, you don't get anything more than the bare minimum, and some baked in features of the levels, to guide you.
It feels hostile, like the whole thing is a shoddy facade, and something dangerous is lurking around every corner.

In some sense, they're experiencing the game the way it was always meant to be. People who played it back in the day were way too caught up in the wonder and spectacle of it all to really absorb how haunting and lonely it should have been to explore a castle voided of all life and placed into the hands of a powerful enemy.

TL;DR: Yeah, Mario 64 is a little bit spooky, nigga. It was always supposed to be. Most of us just never noticed, because we were too busy pissing our pants over how cool it was to triple jump in 3D.

It's about the melancholy feelings some places invoke. For different reasons. An empty hotel, like, say, the Shining utilizes feels "liminal" because it's a building simultaneously meant to be lived in, however temporarily, but not carry any personal note. A train station feels liminal because it invokes feelings of both departure and possibility, and homesickness. An empty school feels liminal because it conveys a sense of nostalgia and bygone days, presumably carries dome sentimental memories. The reason they need to be empty or mostly empty to invoke these feelings is because there are too many things to distract from them when they're crowded. You need to be alone enough to actually take them in to feel them

Funny, I grew up with it and didn't find it scary then but I find it unsettling and scary now that I'm old, maybe because for me Mario 64 it's tied to memories of that pre-2000 world that no longer exists, I haven't played the game in like 25+ years and when I played it for the first time was at demo kiosk in a huge multi-storey toy store that also looked like Peach's castle (but painted blue). The store was always empty because the whole zone was a new development, taking the whole muh liminality to a new level.

The game was designed to look cheerful, childlike, and colorful. But Nintendo was so clueless about 3D back then, and the N64's hardware was so ridiculously awful, that the result actually scares kids nowadays.
