Eva is hard to adapt since it's about a very specific group of people, a specific organization, and a specific set of antagonists. Lord of the Rings actually has a similar problem. And likewise, both work better if you just remix the stories into something new where you remove the limitations on your setting. So High Fantasy is derived from Lord of the Rings, where wizards and magic are just god damn everywhere ratehr than things that are fading from the world.

And Eva can inspire game settings, while removing the major limitation of it ultimately being about like 3 kids, and the bickering of two organizations, and two scheming parents. Almost nothing outside of these characters actually matters.

You need to conceptualise the core elements of what Eva is in terms of actionable verbs, because they're the easiest to translate to gameplay.

The core theme of Eva is "Weight", both literal and metaphorical. Weight of one's actions, weight of combat as a deconstruction of mecha tropes, weight of dialogue as a deconstruction on otaku tropes.

The issue here is that Shinji is running a linear story, and you're moving linearly with him across his mistakes and learnings. You have to gameify this aspect and loop the player continuously back on single events so they can themselves learn the character lessons, not showing a single correct outcome to advance to the next "episode", but rather having them come to terms with their choices during that episode and moving on.

By this, combat then can't feel "game-y", it has to be quick, in the moment choices. There can be no Game Over states, if an Angel defeats you, the Eva goes out of commission and the city is left to rely on other pilots, straining relationships more or less.

The game you're left with after all this is basically a cinematic game that has to prioritize player choice in a true sense, not an RPG sense.

What you're left with is a series of choices the player isn't made aware of making by utilisation of silence.

I we elaborate further on this, what does combat look like?

In order to showcase consequence rather than choice, controlling an Evangelion has to feel heavy, claustrophobic and the angels unfair.
An angel can hit you unprompted, leaving the player to work through damages (imobilised arms, etc.) where enough damage eventually leads to literal desynchronisation with player input, mirroring the anime.

Combat mechanically would at its core be fairly simple, and it would entirely rely on audio design again, but if you could break through prototyping how the player, narrative and combat could respond and revolve around a single angel attack going wrong, then you have one foundation of the game down.
