How do companies decide when to put their games on sale?
Can someone follow the symmetry and expect a sale soon on this game?
which is a legit group without malware to torrent the game from instead?

Winner winner. Some follow trends, some just decide they need a cash injection. It's arbitrary. Just look at Factorio. They have basically inspired an entire genre with its own sale. They have never participated in a sale.

You can do the Dragon Quest Heroes route of just forgetting the game exists and never put it on sale again.

Someone should email the company to remind them.
