Nasu decided that Nrvnqsr was too good to die as a tutorial boss. Part of the issue is that the 27 as a whole got buffed in the new continuity and he wanted to save Nrvnqsr for something more extravagant.

The other reason is that Nasu changed his mind about making Shiki's first opponent someone he had a strong affinity advantage against, so he flipped things around and created a DAA that Shiki was actually extremely poorly suited for. Vlov is actually one of the weakest DAAs (possibly THE weakest of the current roster), but his ability is difficult for Shiki to deal with on his own.
