I know some fags will say Etrian Odessey but those games are basically spreadsheet simulators vs. still image pixel monsters where you follow specific builds and tech tree upgrades then follow a flowchart of abilities in battle.
The difficulty comes from random elements like avoid or landing status effects.

To answer your question: not really. Difficulty in turn based RPGs comes from obscurity (every SaGa game) or random chance.

Chess and Go are turn based games with simple rules and have absurd high skill ceiling to the point gifted people can dedicate their life to them from early childhood and still not be good enough for the top level and even an amateur level a skill gap means the better player wins pretty much everytime
There is no abstract reason turn based video games shouldn't require or reward skill, most turn based rpg being brain dead grind fest is a conscious design choice not an inherit flaw of the genre
