So it's basically if the game is cheaper elsewhere that means the dev/publisher struck a deal with the other store or is taking a smaller cut. And valve is asking the dev to take that smaller cut on steam in order to sell the game as cheap as the other platform. That being that Valve doesn't set prices or discount %. If anything I've usually seen that steam has the cheapest prices. On Nintendo eShop I've seen several games go for $2.50 while the steam version is $2.00 or 99¢ because I believe Nintendo does not allow games to drop below $2.

In order to provide the supply chain economics a PS5 should cost well over $1000, but they are willing to eat all those costs because they take such a fat cut of the software sales.
