The issue with Independent Vegas is that it relies entirely on headcanon due to its focus on the Courier personally and his choices. Is your Courier an egotist House 2.0 that decides to live the rest of his life in the Lucky 38 as Vegas' God-Emperor? Is he someo that will live a protected, automate system with Yes Man then hit the road again, letting Vegas be truly independent and ruled by the people for the people with nobody, not even himself in charge?
