I never heard (or noticed) of this address before and I am an english man who of course learned how to address correctly as a child.
So checking online as to how it is used, it seems to be incorrect grammar, its a modern created address, I gather based upon the formal address of dear sir/madam but only being used in collective addressing in modern E-communication. Memo, email, notices etc.
Thing is this would be informal english being masqueraded or implied it is a formal english notification. It is incorrect grammar, nonsense. Something like a simple hello or hi all (not y'all that is ESL dickless muttery jibber jabber) would suffice.
