Always struck me as being really weird that Phil presents Herc as a more powerful and experienced hero and the team goes along with it when Sora is a literal interdimensional being capable of travelling to different realities. When he did characters he came up with a whole story for them, weapons, abilities, speech patterns, etc. FF7 was essentially his story, guided by Sakaguchi to be too complex to grasp from one playthrough, and then others added on to that. For a game, one guy does not write the whole thing. For MGS Kojima did not write all the Codec dialogue, etc. Although one thing Nomura and Kojima share is that they actually oversee those parts and try to push for good translations and voice acting which is why KH and MGS are two of the only games ever to not have dogshit English versions for the most part. Every major game has a slew of writers which the supervisors, directors, producers and execs oversee to varying degrees.

As for why his Heartless can time travel, it's explained that for this form of time travel you have to become just a heart at some point in your life, which conveniently is what happens when someone becomes a Heartless. Sora can time travel with this method because he became a Heartless, and Riku can also do it because his heart was kicked out of his body due to Ansem, but they need assistance to time travel from Yen Sid. Sora and Xehanort are also both really different from regular people with their hearts, both of them remained sentient as a Heartless, so I can reasonably assume that Xehanort knowing much more about how the universe works would be able to figure out to time travel.

Honestly I thought it was 'hearts' that needed to be strong: only people with very strong HEARTS leave behind their minds/bodies. But in any case Nobodies are definitely meant to be rarer / stronger than Heartless. The first Nobodies you meet as Sora kick his ass and you need to be saved by Mickey in a cutscene, they're the next step up in terms of enemies. This wouldn't make sense if just every Heartless made a Nobody, Dusks would be as common/weak as Shadows in that case but they're not, they're clearly portrayed to be stronger. This makes most sense if only exceptionally strong hearts (or minds, apparently) made them when they fall to Darkness, as opposed to Heartless which are plentiful.
