It's a bit confusing but it's a step below decomp so decomps are much more open and easy to edit and rework entirely(see Mario 64's decomp and shit like Co-Op 64). The big part is it's majority human readable.
Recomps are simpler where instead of fully rewriting the code you're using a tool to read the game's files and split functions apart then editing those to make sure the calls aren't being mangled. It's still possible to edit and mod the game but it's still on a level of modding a game via romhacks. So it's not nearly as free to edit unless there's a dedicated community.
Unleashed for instance had a lot of mods super quickly not just because of it being a Sonic game but the framework for Hedgehog Engine was already documented extensively thanks to Generations modding.

Randomizers are cool as a test of knowledge at a fundamental level of a game's structure (that you enjoy). It's advanced, or middle-level to be honest, problem solving. It has its quirks, but not every game needs one. I agree with the sentiment that it is overdone, and, most of the time, offers nothing critical to a core gameplay change.

In my opinion, the only game this is even remotely interesting in this category is N64 Zelda because of the litany of bugs to circumvent "No Logic," situations, but I am biased because I like that level of problem solving.

Some people have a moral objection to it, but for me it's just the fact that the AI ports suck. They're typically made by people with little to know coding experience who just want the clout of being the one to port an old game to PC. The AI doesn't write maintainable code, and the person doesn't realise or know how to fix it, so when bugs are inevitably found by people they never get fixed.
At the end of the day these are hobby projects that you really can't get funded for, let alone try and turn a profit. You work on them because you like the game being ported and enjoy the process of porting it. Paying to have an AI do the job for you doesn't make any sense and isn't sustainable.

I think the reaction is that for all the effort that a recomp takes (and it's a huge amount of effort) what the consumer gets is jack shit. You can now play a 20 year old game in a higher res (it's still all polygons) or maybe with a higher framerate (that you wouldn't much need to)
