Basically anybody who would be an Advance Wars fan already is; efforts to expand the audience haven't quite worked. That audience is also very faithful to the actual series, so it's fruitless to try and draw them away into fan revival spinoffs, as they recognize nothing will be as good. It's like F-Zero.

Playing through 2 and this it is a breeze compared to 1. Green Earth lab was the only mission that really filtered me.

But if you want my honest opinion
>Make campaign a string of missions, campaign would be 8-10 missions total
>Each mission you pick gives you access to a new unit for the campaign (in addition to the standard AW roster), a new statline for a standard unit that can be optionally used to give it new ideas or roles (same idea as how COs currently buff/nerf certain units), and a new CO style ability which you can choose. Every time you select a mission you would have to choose between 3 and the other ones you don't pick you would never get to choose for the rest of the campaign
>Each map would have a set of modifiers that change the mission in a way that can encourage certain tactics (fog of war, foot units can enter light tanks etc.)
>CO abilities can now only be used once per map
>Outside of above, keep terrain and general AW mechanics and interplay between units the same
>Completing campaigns (win or lose) gives you currency to spend for stuff in shops like unit skins and OST stuff
>Outside of campaign, have tactics/puzzle missions and multiplayer which would work very similarly to how it currently does so oldfags have something to enjoy
Many ways you can expand on the complexity of the campaign thing, but idea is to make it the defacto way to play and give it an audience outside of pure tactics gamers

Because all the devs just copy it one for one, same setting same time period same units same ideas 1-to-1, only one that gave it a unique twist was wargroove and that's what made it successful initially, then they shot themselves in the foot by making every army & CO play the same, which removed variety, then they shot themselves in the foot AGAIN by making the sequel lean in on the performative faggotry bandering instead of leaning on the cool setting with vampires and whatnot.
side note but i hate how most war type games have a severe lack of villans, everyone is too fucking friendly, I'm not asking for GOW levels of degeneracy rape and death but give us something to work with.

Player engagement can be maintained when you make each unit feel unique and important, rather than make them an expendable pawn that is identical to all others. Of course, the game's mechanics require you to sacrifice units for smart strategies. Add in some autistic customization and economic simulation with a little base building. Not in the typical RTS sense in that each base you build limited to the level you build it in. If you conquer a map, the infrastructure you put in the map can continue to aid in the war effort. You can get down into nitty gritty details like the specific small arms allotment for a given infantry unit. For example:

Of course, you would need advanced levels of autism and a lot of development time to make this all work, but with AW's aesthetic and charm it could be an extremely appealing game, especially if you added some blood, gore, and more traumatizing aspects of war.

I played the original games back in the days, and this is only my opinion, but I feel like games moved on and do turn-based combat better. You have Into the Breach and Mewgenics for example. Or if you're willing to go backwards, you can always just play X-com. There's just better turn-based games when you're willing to explore past aesthetics.
