As far as "games as art" I think its pretty obvious that they've reached similar levels in both visual and storytelling experiences as film/TV. I mean, even most of the classic JRPGs easily compete with a deeper narrative. Multiple Squaresoft, Enix , Quintet and a variety of other titles even going back to the SNES / Genesis days would qualify. That's before getting into the enrichment or immersion that only games can provide, such as MMOs that unveil a story while players work together at a large scale over long time, like EverQuest, or even single player games like Fallout, Elder Scrolls, Planescape Torment, and many more

The interactive part ends up working against it because it's the only one bound by logic and you can only have so many logical configurations unlike the other parts. You can say I love you in a script in many different contexts but once fps games and 3d platformers are codified it's like the same shit every time. What's worse is that to be an actual good game and not a movie most of the focus has to be on these very repetitive motions that are frankly very shallow, even in the games that people claim to have depth. Ironically, SR is art in a way that movies can't be, in that games can draw you in and tell you something about yourself. Case in point, tolerating having a gay pedo around because he's one of the better units of his class. You might object that it doesn't matter because it's just a game, but by the same token winning doesn't matter since it's just a game. The stakes are scaled down, but you can still notice things about how you make decisions.
Games can just do subjectivity in a way that movies can't because with movies you're always an outsider looking in and judging, even if you empathize with some of the characters.
