Nothing will beat Kongregate with the chatrooms at the right side of the screen and achievements, it was like an early prototype of discord + steam achievements
newgrounds. average game quality was probably higher on armor they had a lot more good 'sponsored' games but eventually almost everything ended up on newgrounds anyways. Even though newgrounds had the most low quality chaff because everybody could upload their garbage, but the feature system helped with this a lot. I think NG was the most comprehensive/content-rich not to mention the most important/impactful flash site.

Pretty much the big 4 are those already mentioned ITT (NG, AG, MC, Kong). The king of self made games was obviously Nitrome, but they also published on MC at least early on. Then you had specific sites that published certain games that you couldn't find somewhere else. CrazyMonkeyGames, StickPage, NabiscoWorld/Candystand, Lego, Xgen studios, Japanese escape game sites, etc.
