For example, we know that the Empire was switching from a military focused on Star Destroyers to a strategy focusing on the Death Star, as of A New Hope. If Palpatine was specifically preparing for the Vong, this would be absolutely retarded. The Death Star isn't built for fleet engagements, it's a terror weapon meant to threaten to destroy planets. Also more broadly, if the goal was to prepare the galaxy for the Vong, why not simply tell people about them after creating the Empire? Would be a fantastic way to keep everybody in line, and would explain both the Empire's huge military buildup in "peacetime" as well as their incredibly harsh methods.
