Wolverine, as a character, just does not work as a videogame protagonist. In the context of a videogame character, his arsenal of abilities is not only extremely limited (his claws) but also incredibly outdated (what videogame protag cannot regenerate? Everyone does that). There is really nothing new to offer. Compare the number of things you can do when you control Spiderman, whether it is in or outside of combat, and then the number of things you can do with Wolverine. It was doomed from the start.
