Not really. They're not really that far apart in age, and Leon ended up having more contact with her after the government took custody of her than anyone else. Against all those government scientists and doctors, Leon would have been the one relationship where she actually cared about the person. Claire only rarely came to see her, and in the original timeline anyway, basically abandoned her immediately, which would have poisoned that relationship.
