Not really. You gotta get to the end of chapter 5 to unlock the camp and and the kuku pot stuff. Also until you get to way later chapters, the crimson desert and Delesyian will have like half their content locked out. You won't be able to enter and explore Demeniss city safely without disguises or other cheese. You can't even enter Pailune at all until you liberate it from the black bears later in the main story. So no. It's not a true open world game. And yes, it sucks ass.

It unlocked more quests in the area. None of the good content, basically. Just basic fetch quests with no narrative juice. All the puzzles or explorable stuff is available without needing to liberate it first, and the city has nothing in it.
